The
Thematic Network SPIN has been initiated and funded by the Directorate
General on Energy and Transport of the European Commission under the 5th
Framework Programme for Research and Technological Development. SPIN-TN
stands for European Strategies to Promote Inland Navigation (SPIN).
The objective of the SPIN-TN was to develop a Common European Strategy to increase the share of inland navigation in the transport of goods and to encourage the acceptance and implementation of the strategy. The objective was to obtain a more balanced use of the overall transport system and to maximise the use of environmentally friendly waterborne transport, especially in inter-modal door-to-door logistic chains. The network has sought to identify key problem areas within the inland navigation community, identify topics intrinsic to addressing the problem areas, and then employing experts to write papers on those topics. The conclusions and recommendations written by the partners and members contributed to a “living” Strategy Document. These “European Strategies to Promote Inland Navigation” have continued to evolve throughout the life of the network. As such, SPIN-TN represented a major input to the so-called NAIADES action programme to promote inland navigation, which was published by the European Commission in January 2006. SPIN-TN was made up of five partners: FDC (France), via donau (Austria), PBV (Belgium), DST (Germany) and AVV (Netherlands). It also included 15 different writing members who were responsible for writing 19 topical working papers on different themes. Another 12 corresponding members reviewed the working papers within the network. SPIN-TN started in June 2002 has officially finished by the end of November 2005.
